Bald Eagle Nest and Communal Roost Buffers - baldeagle_bf

The feature class, baldeagle_bf, contains buffering of bald eagle nests and communal roosts. These buffers are used for flagging land use activities that will need bald eagle management plans.
For Bald Eagle Nests:
The buffers for bald eagle nests are defined in the National Bald Eagle Management Guidelines (2007) and summarized below:
Nest buffer guidelines
1.a. If the proposed activity will be visible from the nest do not conduct the activity within 660 feet of the nest if there is no similar activity within one mile of the nest. Landscape buffers are recommended. 1.b. If the activity will be visible from the nest and there is similar activity within 1 mile of the nest, do not conduct activity within 660 feet unless the existing similar activity is tolerated, in which case use the distance of known toleration. Landscape buffers are recommended. 2.a. If the proposed activity will not be visible from the nest, there is no similar activity within 1 mile of the nest, and the activity is within Category A, below, do not conduct the activity within 330 feet. Clearing, external construction, and landscaping between 330 and 660 feet should be done outside the breeding season.
2.b. If the proposed activity will not be visible from the nest, there is no similar activity within 1 mile of the nest, and the activity is within Category B, below, do not conduct the activity within 660 feet.
2.c. If the activity will not be visible from the nest and there is similar activity closer than 1 mile from the nest that is tolerated, do not conduct activity within 330 feet, and/or limit the activity to the distance of known toleration. Clearing, external construction, and landscaping within 660 feet should be done outside the breeding season.
Category A = 1. Building construction, 1 or 2 story, with projected footprint =1 acre; construction of roads trails, canals, power lines, and other linear features; 2. Agriculture or aquaculture ? new or expanded operations; 3. Alteration of shorelines or wetlands; 4. Installation of docks or moorings; or water impoundment.
Category B = 1. Building construction, 3 or more stories; 2. Building construction, 1 or 2 story, with project footprint of >1 acre; 3. Installation or expansion of marinas with a capacity of =6 boats; 4. Mining and associated activities; 5. Oil and natural gas drilling and refining and associated activities. For activities involving explosives, the buffer for bald eagle roost sites is defined in the National Bald Eagle Management Guidelines (2007):
Communal Roosts
Do not use explosives within ½ miles (or within 1 mile in open areas) of communal roosts when eagles are congregating, without prior coordination with the U.S. Fish and Wildlife Service and your state wildlife agency.
The buffered nest sites are from point occurrences stored in the Wildlife Survey Data Management (WSDM) database. The communal roosts are polygons from either the Wildlife Survey Data Management (WSDM) database or the Priority Habitats and Species (PHS) polygon database. WSDM communal roost polygons were removed from the feature class being buffered when they overlapped with a communal roost polygon from PHS.

The buffers were assigned attributes based on whether they were created from nests or communal roosts. The attribute values were automatically assigned as each buffer was created.
Some of the buffers associated with nests and communal roosts will overlap each othe due to some nests and communal roosts being located in the same general area.
The buffers are based on Wildlife Survey Data Management (WSDM) nest and communal roost points/polygons and Priority Habitats and Species (PHS) communal roost polygons. Only nests and communal roost points/polygons identified as current were used. The WSDM and PHS data is based upon the knowledge of WDFW biologists and was compiled using the best information available from research efforts, surveys, or field observations. This information is not a complete inventory of the bald eagle nests and communal roost sites within Washington state.
The horizontal accuracy of the buffers depends on the original horizontal accuracy of the Wildlife Survey Data Management (WSDM) points/polygons and the Priority Habitats and Species (PHS) polygons. The majority of WSDM points/polygons and PHS polygons are considered accurate to within a quarter mile.

Bald Eagle Managment Nest and Communal Roost Buffers

A Python script generates the bald eagle nest and communal roost buffers using nest and communal roost points/polygons from the Wildlife Survey Data Management (WSDM) database and communal roost polygons from the Priority Habitats and Species polygon database.
Process description: 1. Select bald eagle nests and communal roosts from the Wildlife Survey Data Management and Priority Habitats and Species feature classes. 2. Buffer the selected nest points by 330 and 660 feet. 3. Buffer the select communal roost polygons by 330 and 660 feet.
4. Add identifying data fields to the 330 foot and 660 foot nest buffers. 5. Add identifying data fields to the 330 foot and 660 foot communal roost buffer.
6. Merge the 2 feature classes together for the nest buffers.
7. Add and populate final data fields to the nest and communal roost buffers and clean up feature class attribute table.
8. Merge the nest and communal roost buffers into one feature class of overlapping polygons.
9. Create/update metadata.
