The Priority Habitats and Species (PHSREGION_SV) Database consists of polygons that describe occurances of priority habitats and species. Priority habitats are those habitat types with unique or significant value to many fish or wildlife species. Priority species are those fish and wildlife species requiring special efforts to ensure their perpetuation because of their low numbers, sensitivity to habitat alteration, tendency to form vulnerable aggregations, or because they are of commercial, recreational, or tribal importance. The mapped habitats and species are identified uniquely by an EOFORM number. A species or habitat might occur in more than one polygon. Because of the nature of the data, many of the polygons will overlap each other.
PHSREGION_SV is actually a spatial view of the original PHSREGION feature class. A user of the PHSREGION feature class needs to create joins to link the PHSEO and PHSDSCRP attribute tables to the spatial locations as well as create joins to link species and habitat common name and species use criteria tables. In PHSREGION_SV, the joins have already been created and the various attribute fields are set up to make the information easier to read.
All priority species mapped areas represent known use areas; they are not potential habitats. PHSREGION_SV may include locations of federal and state listed species (threatened, endangered, sensitive, candidate) and other priority non-game and game species. PHSREGION_SV data are compiled by WDFW biologists using the best information available from research efforts, surveys, or field observations. The source of each delineated feature is described in the associated PHSSRC attribute table. These data are not an exhaustive inventory of priority habitats and species for the State of Washington. They represent the best knowledge of the WDFW biologists. The database is updated as knowledge improves.

<purpose>PHS was developed to provide biologists, planners, landowners, and researchers with comprehensive information on important fish, wildlife, and habitat resources in Washington. PHS is the principal means by which WDFW provides important fish, wildlife, and habitat information to local governments, state and federal agencies, private landowners and consultants, and tribal biologists for land use planning purposes. PHS is the agency's primary means of transferring fish and wildlife information from our resource experts to those who can protect habitat. PHS information is used to screen 12,000 - 15,000 Forest Practice Applications, 10,000 - 18,000 Hydraulic Project Applications, and over 3,000 SEPA reviews annually; by a majority of cities and counties to meet the requirements of the Growth Management Act; for the development of Habitat Conservation Plans on state, federal, and private lands; by state, federal, and tribal governments for landscape-level planning and ecosystem management; and for statewide oil spill prevention planning and response.</purpose>

The PHSREGION_SV database is distributed as a geodatabase feature class, ESRI shape file, or as an ESRI GML file. Habitats and species classified as priority are published in the Priority Habitats and Species (PHS) List. The polygon information in PHSREGION_SV is derived from the raw polygon structure in the PHSPOLY feature class. Point locations of priority species are contained in WDFW's Wildlife Survey Data Management (WSDM) occurrence point database. Point locations of priority habitats are contained in the Priority Habitats and Species Point (PHSPTS) database. Spotted owls are found in the Owls database while Marbled Murrelets are found in the MMDETS database. Addtionally, some game and non-game fish species are contained in WDFW's Washington Lands Rivers information System (WLRIS) and in the STREAMNET database.

Data is based upon the knowledge of WDFW biologists. This information is not a complete inventory of the priority habitats and species within Washington state. Data was compiled by WDFW biologists using the best information available from research efforts, surveys, or field observations. Data was not mapped on Tribal land or on Federal land except for the Wenatchee National Forest. There were six mapping projects associated with the PHS polygon database and six surveys or other projects which contributed information to the database. The first mapping project was done in 1990 and covered all forested land outside of Federal and Tribal holdings. The second mapping project occurred in 1991 and covered urban areas. The third, fourth, and fifth mapping projects occurred during 1992 and covered coastal areas, shrub-steppe, and the Wenatchee National Forest. The sixth mapping project occurred in 1994 and 1995 and consisted of correcting errors from previous mapping sessions and doing a general update of information. Updates have been held irregularly since that time. Starting in 2001, the PHSREGION database has been going through a 3-year review cycle where all information in the database is subject to review and update.
Other information entered into the PHS polygon database came from survey projects conducted by WDFW Wildlife Management Program: harlequin ducks (1991), Mink (1992), Lynx (1993), and Sage Grouse (1994). Bald eagle and snag data was entered from the Lewis River Integrated Landscape Management project in 1995. Information associated with the Wildlife Heritage (HRTG) point database was entered in 1996. Bald eagle information is still updated periodically.
Minimum mapping unit is one acre.

The original mapping was done on mylar overlaying USGS 7.5 minute quads or orthophoto base maps. Polygons were identified using an EOFORM number associated with a data collection form. The data about the polygon was entered on the data collection form. The mapped data was then digitized into ARC/INFO coverages and the data forms entered into INFO tables. The digitized coverages were then established in an ARC library and later as a statewide coverage. Region features were later added using the EOFORM number to define unique regions. The PHSPOLY coverage is migrated to the PHSPOLY and PHSREGION geodatabase feature classes. Updates are still done in the ArcInfo workstation environment pending a complete investigation and migration to the ArcInfo Desktop environment.</procdesc>

<procdesc>Current Mapping Efforts: Data capture is now accomplished through an interactive ArcView session where PHS data is projected onto a whiteboard along with background digital orthophotos and other appropriate GIS layers (WSDM point occurrences, streams, roads, PLS Townships, etc). Using ArcView allows biologists to zoom in and out or pan across areas to look at the data. The biologists review the existing data, make changes to the existing data, or add new information where needed by drawing a feature over the projected image. The feature is then digitized directly into a geodatabase feature class. Attribute information is then recorded onto data forms. The information is later merged with the master dataset through the use of geoprocessing scripts.</procdesc>
